LAHORE -The Monitoring and Implementation Committee of Public Accounts Committee on Ministry of Railways has recommended the Federal Investigation Agency to register a case against those Railways officials who are involved in financial irregularities of Rs 380 million under the garb of auction of scarp at Railways Mughalpura Store.
It was decided in a meeting at Pakistan Railway Headquarters here on Saturday. MNA Yasmeen Rehman chaired the meeting that was attended by MNA Sardar Ayaz Sadiq, MNA Aasia Nasir, MNA Hamid Raza Hiraj, senior management of Pakistan Railways, FIA team comprising Additional Director General Ch Sajjad Ahmad, Deputy Director Javid Hussain, Assistant Director Khalid Anis and Inspector Muhammad Anwar.
The FIA ADG briefed the committee about the massive irregularities and corruption by the Pakistan Railways officers in connivance with the contractors.
The Committee asked the FIA to register a case as soon as possible and communicate the outcome of the investigation to the PAC within 30 days.
The ADG FIA highlighted the fact that matter was brought into the notice of Lahore High Court where a senior officer of the Pakistan Railways misquoted the facts to facilitate his favourite contractor, and a loss of Rs 380 million was caused to the national exchequer due to this. Senior officers of the Pakistan Railways have been found involved in the scams.
The ADG FIA also briefed the Committee that enquiry no 29/2010 was registered on receipt of an anonymous complaint having specific allegations regarding plundering of railways steel scrap worth millions of rupees by way of floating bulk tenders against the rules.
He informed the Committee that enquiry no 31/2009 was initiated on the source report by the FIA that the officers/officials of Pakistan Railway, General Store, Mughalpura in connivance with the contractors were involved in theft/misappropriation of steel scrap in the garb of auction of scrap.
A technical team from the office of General Manager Operations, Pakistan Railway was constituted to determine the loss to national exchequer. The said team submitted its technical report and a loss amounting to Rs 194.7 million was determined. The modus operandi for misappropriation was that employees of general store mixed up scrap material of other lots with the auctioned lots and removed the scrap material in violation of the laid down procedure.
