ISLAMABAD: The Parliamentary Committee on Constitutional Reforms (PCCR) is inching towards the completion of its task, as in today’s (Tuesday) meeting, the issues of sales tax between the Centre and the provincial governments, and ownership of ports will be taken up.
On Monday, the PCCR meeting, under the chair of Mian Raza Rabbani here at the Parliament House, reviewed the issue of sales tax and ownership of ports but defer it till Tuesday to reach a consensus.
According to sources, if these two issues are resolved today, only the matter of renaming the NWFP will be left unresolved. However, this issue would be finalised in the scheduled meeting of PML-N Quaid Mian Nawaz Sharif and ANP chief Asfandyar Wali Khan.
The sources said after completing its task, the committee will present its report to the National Assembly speaker. Earlier, the government had desired that the committee should present its report to it so that it could be tabled in the National Assembly, but this proposal was turned down with the majority voice in the committee.
The sources said the committee was of the view that it was formed by the speaker and they would hand over their report to her. The sources said the nationalist parties wanted that the provinces should have ownership of the ports in their territory but the federal party opposed this proposal.
The sources said the committee discussed this matter at length but both sides remained stuck to their stance and it was decided that the matter would be discussed today. A source said, in its Monday proceedings, the committee also reviewed the matters relating to the communication as some members wanted to transfer the road-related issues from the federal government to the provinces but after a hectic debate, it was decided to maintain a status quo on it, and the communication would remain in the purview of the federal government.
Online adds: The PCCR has presented its recommendation with regard to the 18th amendment in the Constitution to the president. Sources said President Asif Ali Zardari had agreed to quit the presidential powers taken by former president Pervez Musharraf during his regime.
About 25 federal ministries will be assigned to the provinces to ensure provincial autonomy while concrete list will be fully abolished. The president has also accepted the PML-N’s demand for appointment of judges under the Charter of Democracy (CoD).
